Morgan, Hayo to be honored at NJ Chiefs Association 100th annual conference

NJSACOP President Chief William Nally of Lacey Township will present the two officers with their medals during the association’s installation banquet, which will also feature keynote remarks from U.S. Attorney Paul J. Fishman and the swearing-in of the association’s new president, Chief Raymond Hayducka of South Brunswick. 

Morgan and Hayo were selected by the NJSACOP Awards Committee “in recognition of their heroism and selfless dedication to duty exhibited in the February 6, 2011 confrontation with an armed suspect.”

Morgan was seriously injured in the shootout, which ended when Ryan showed up and the crazed gunman shot himself.

One of the most active and influential groups of its kind, the New Jersey State Association of Chiefs of Police (NJSACOP) is a professional membership organization serving the state’s law enforcement and private security executives.

Its core mission is to “promote and enhance the highest ethical and professional standards in law enforcement at all levels throughout New Jersey.


“At NJSACOP, we believe that the best way to share the potential of our association is to unleash the potential of our members,” said Executive Directer Mitchell C. Sklar.

Each year, NAPO reviews all of the incidents of bravery and valor by the TOP COPS recipients and chooses one that stands out.

This year it was the shooting of Morgan and her rescue by Hayo.

YOU READ IT HERE FIRST: Paramus Police Detective Rachel Morgan and Officer Ryan Hayo have been named 2012 recipients of the prestigious TOP COPS Award given by The National Association of Police Organizations.

A fleeing suspect crashed his car and then shot Morgan when she rushed to help him the night of Feb. 6, 2011. Hayo came to her aid, fending off the crazed gunman in a firefight before the shooter turned the gun on himself.

Morgan was struck twice in the abdomen and once in the leg. It was touch-and-go at the start, but she fought through four separate surgeries the first three weeks, determined to not only survive physically and emotionally but to become a detective – and a role model.

She got her shield in December and returned to the department in January, even though she has various surgeries and procedures left.
