A fleeing suspect crashed his car and then shot Morgan when she rushed to help him the night of Feb. 6, 2011. Hayo came to her aid, fending off the crazed gunman in a firefight before the shooter turned the gun on himself.

Morgan was struck twice in the abdomen and once in the leg. It was touch-and-go at the start, but she fought through four separate surgeries the first three weeks, determined to not only survive physically and emotionally but to become a detective – and a role model.

She got her shield in December and returned to the department in January, even though she has various surgeries and procedures left.

The NAPO chose the case from hundreds of heroic incidents across the nation.

Founded 35 years ago, the NAPO is a coalition of unions and associations from across the nation that works to produce laws that protect the interests of law enforcement and correctional officers – from federal funding of crime-fighting programs to reforms of employee health and pension benefits.

It claims a membership of more than 2,000 police unions and associations, 236,000 sworn law enforcement officers, 11,000 retired officers and more than 100,000 citizens dedicated to “fair and effective crime control and law enforcement.”

It “maintains a Washington office to monitor legislative and administrative developments and provides information to NAPO membership on a timely basis so that it can respond from the grassroots level,” has raised more than $1 million for the National Law Enforcement Officers Memorial in Washington, D.C., and is a major sponsor of the Concerns of Police Survivors national group.

The TOP COPS ceremonies have included, among others, presidents, comedian/actor Richard Belzer, John Walsh (the host of “America’s Most Wanted”) and other officials and celebrities.

The Nineteenth Annual TOP COPS Awards ceremony, held during National Police Week, is scheduled for Saturday, May 12, at the Mayflower Hotel in Washington, D.C.
