The 15-year-old boy was in a group of teens when they became involved in an argument with another group around 9:05 p.m. Saturday, April 27 at the St. Charles Festival at St. Charles Towne Center in Waldorf, the sheriff's office said. The boy approached officers working the event when they were approached by the teen. The incident happened in the lower lot of the parking lot of the mall, police said.
